The Ministry of Agriculture and Farmers Welfare has introduced key amendments to the Fertilizer (Control) Order, 1985, under the Essential Commodities Act, 1955. Notified on December 13, 2024, these changes aim to improve fertilizer quality monitoring by streamlining sampling, testing, and dispute resolution processes.

Simplified Sampling Process

The new rules make fertilizer sampling more transparent. Inspectors will now collect three samples during inspections:

  1. One sample is given to the manufacturer, dealer, importer, or marketer.
  2. The second sample goes to designated laboratories for testing via Central Coding Centres.
  3. The third sample remains with the designated authority for reference.

This ensures clarity and fairness in the quality assurance process.

Faster Dispute Resolution

If a fertilizer sample fails the quality test, the affected party can request re-testing within 15 days. Re-analysis will be conducted at one of the National Test House (NTH) laboratories located in:

  • Ghaziabad
  • Chennai
  • Jaipur
  • Kolkata
  • Mumbai

If the results still differ, the sample will undergo a final test at the Central Fertilizer Quality Control and Training Institute in Faridabad.

Speedier Analysis and Reporting

To resolve disputes quickly, referee laboratories must complete the analysis within 15 days and share the results within three working days. This will ensure timely decisions and reduce delays for all stakeholders.

These amendments promote transparency and reliability in fertilizer supply chains. By ensuring faster testing and fair resolution, the government is safeguarding farmers’ interests and guaranteeing access to high-quality fertilizers.
