Kochi, September 23, 2025 – The Fertilizers and Chemicals Travancore Limited (FACT) has issued a global FACT crude sulphur import tender 2025 for the supply of Bright Yellow Crude Sulphur. The e-tender, under enquiry number MAT-RM-S-3, seeks competitive bids from international suppliers via the e-procurement portal https://eprocure.gov.in.

Product: Bright Yellow Crude Sulphur
Quantity: Up to 20,000 MT
Port of Discharge: Cochin Port, Kerala
Shipment Schedule: Arrival laycan before October 20, 2025.
Bid Submission Deadline: September 29, 2025, 1000 hrs IST
Bid Opening: September 29, 2025, 1030 hrs IST
FACT clarified that if suppliers cannot meet the requested laycan, they may offer the nearest available schedule. Such offers will be considered if no matching bid is received.
Eligibility for FACT Sulphur Tender 2025
For Producers:
Must have facilities to produce at least 50,000 MT per annum of formed sulphur (granules, prills, or pellets).
Must have supplied at least 15,000 MT in one shipment during the last three years.
For Traders:
Must have supplied at least 15,000 MT of bulk cargo (sulphur, rock phosphate, fertilizers, coal, minerals, etc.) in one shipment in the past three years.
Must provide a backup letter from the producer confirming support for quality and quantity.
Pricing and Payment in FACT Crude Sulphur Tender
FACT requires bidders to quote both FOB and CFR rates, failing which the offer will be rejected. Prices must remain firm and quoted on a dry basis.
EMD: USD 1 PMT via RTGS/NEFT/TT.
Security Deposit: As per tender conditions.
Credit Terms: Minimum 30 days, extendable up to 180 days.
Evaluation: Based on CFR Cochin landed cost, including insurance, port dues, customs duty, and finance charges.
FACT will select the most economical option. If bidders do not offer 180-day credit, their bids will be loaded with an interest rate of 7.90% p.a. for evaluation.
Additional Conditions
All vessels calling at Cochin Port must carry valid P&I and Classification Certificates.
Bidders from countries sharing a land border with India must be registered with the Competent Authority as per Government of India guidelines.
Offers must remain valid for at least 15 days from the opening date of Part A bids.
