The Government of India has strengthened the fertilizer DBT India system to improve transparency and accountability in subsidy disbursement.
In a written reply in the Rajya Sabha, Anupriya Patel stated that the Direct Benefit Transfer system has covered 14.72 crore beneficiaries since its launch in 2017-18.
For the financial year 2025-26, the government allocated ₹2,01,961.50 crore for fertilizer subsidies. Out of this, ₹1,92,857.77 crore has already been spent as of March 16, 2026.
Aadhaar-Based PoS System Enhances Transparency
Under the fertilizer DBT India framework, subsidized fertilizer sales are linked with Aadhaar authentication. Retailers use PoS devices to ensure that fertilizers reach genuine farmers.
The system now includes a monthly purchase cap of 50 bags per buyer and a seasonal limit of 300 bags.
To improve transparency further, the PoS application shows past purchase data to buyers. This feature helps prevent excess buying and ensures fair distribution.
Strict Monitoring Against Hoarding and Black Marketing
Fertilizers are regulated under the Essential Commodities Act, 1955 and the Fertilizer Control Order, 1985.
State Governments have the authority to act against hoarding, diversion, and black-marketing. Enforcement under these laws helps maintain supply discipline and protects farmers’ interests.
Focus on Accountability and Farmer Protection
The government continues to improve the fertilizer DBT India system to ensure targeted subsidy delivery. These steps aim to reduce leakages and promote balanced fertilizer use.
With digital monitoring and strict regulations, the system ensures that subsidies reach the right beneficiaries while maintaining accountability across the supply chain.
