NFL urea tender 2025 marks a key step by National Fertilizers Limited to import 15 lakh metric tonnes of urea on government account. Through this tender, NFL aims to ensure smooth fertiliser availability across India during the upcoming agricultural season.
Moreover, NFL has issued the tender on behalf of the Department of Fertilizers under the Ministry of Chemicals and Fertilizers. The tender requires suppliers to deliver fertiliser-grade urea with a minimum nitrogen content of 46% in bulk form.
NFL Urea Tender 2025: 15 LMT Import Plan
To ensure balanced distribution, NFL has divided the total tender quantity coast-wise across the country.
7.0 LMT has been earmarked for the East Coast of India
8.0 LMT has been allocated for the West Coast of India
However, NFL may revise the final quantity based on the tender outcome and operational needs.
Bid Timeline and Shipment Schedule
NFL has fixed January 2, 2026 as the deadline for bid submission. On the same day, NFL will open techno-commercial bids. Later, it will open price bids only for technically qualified suppliers.
Meanwhile, suppliers must complete shipments from the nominated load ports by February 20, 2026. As a result, the government expects timely urea arrivals before peak seasonal demand.
FOB and CFR Offers Under NFL Urea Tender 2025
NFL allows bidders to submit offers on both FOB (Free on Board) and CFR (Cost and Freight) basis. However, non-producer suppliers must quote both FOB and CFR prices together.
Additionally, NFL retains the right to negotiate prices, split volumes among multiple suppliers, or reject bids without assigning any reason.
Ports Covered Under the Tender
The NFL urea tender 2025 covers a wide network of Indian discharge ports to support nationwide fertiliser distribution.
East Coast ports span Andhra Pradesh, Odisha, Tamil Nadu, and Puducherry.
Similarly, West Coast ports cover Gujarat, Maharashtra, and Karnataka.
Therefore, NFL will allocate cargo based on landed cost and port feasibility.
Payment and Security Provisions
NFL will make payments to suppliers through a sight Letter of Credit. At the same time, bid security and performance guarantees will vary by bidder category.
After contract award, successful bidders must submit a Performance Bank Guarantee within the stipulated timeframe.
Ensuring Fertiliser Availability Across India
The government issued the urea import tender amid higher fertiliser consumption after a good monsoon and rising demand from farmers. Consequently, the tender aims to maintain uninterrupted urea availability across all states.
NFL will act as the facilitating agency, while the Department of Fertilizers will remain the final buyer under the government account mechanism.
