Kochi, Kerala – October 23, 2025: The Fertilizers and Chemicals Travancore Limited (FACT) has floated a global tender for the supply of NPS 20:20:0:13 fertilizer in bulk, under enquiry no. MAT-RM-NPS-III-2025, issued on October 23, 2025.
FACT, a Government of India enterprise and one of the country’s leading fertilizer producers, aims to procure Complex Fertilizer (Ammonium Phosphate Sulphate) NPS 20:20:0:13 conforming to FCO specifications (Schedule 1, Part A 1(e), Sl.3).

Participation Details
Bidders are required to quote both FOB and CFR Tuticorin Port prices, with preference for a 180-day credit period. Offers without both price options will be rejected.
The Earnest Money Deposit (EMD) is fixed at USD 1 per metric tonne, except for manufacturers and traders who have supplied fertilizers in bulk on a CFR basis to Indian buyers.
FACT may place orders on one or more bidders depending on the quantity offered and price competitiveness.
Eligibility Criteria
Manufacturers/Producers: Must have supplied at least one shipment of 20,000 MT or more of any fertilizer on a CFR basis in the past five years.
Traders: Must have supplied a minimum of 20,000 MT of fertilizer, rock phosphate, sulphur, or dry cargo in bulk on a CFR basis in the past five years.
Proof of supply, authorization from the producer, and technical certificates are mandatory.
Evaluation and Payment
Evaluation will be based on landed cost at Tuticorin Port, including port dues, insurance, and customs duty, for a 180-day credit from the Bill of Lading date.
Payment terms are as per Annexure E (Terms and Conditions for Purchase).
Key Compliance Clause
As per Government of India procurement policy, bidders from countries sharing a land border with India must be registered with the competent authority under Order No. 7/10/2021-PPD (1) dated 23.02.2023 by the Ministry of Finance.
