Indian Urea Tender 2025 has been announced by Rashtriya Chemicals and Fertilizers Limited (RCF) for the import of 2 million metric tonnes of prilled and granular urea. The global tender, issued on behalf of the Department of Fertilizers, seeks shipments to India’s east and west coasts, with bids closing on 15 October 2025 and deliveries required by 10 December 2025.
According to the tender 1 million MT will be discharged at the West Coast of India and another 1 million MT at the East Coast of India. The deadline for bid submission is 15 October 2025, and shipments must arrive by 10 December 2025.

Quantity: 2 million MT of bulk urea, fertilizer grade with minimum 46% nitrogen.
Form: Prilled or granular urea, but no mixed cargo allowed.
Mode: Bids invited on both FOBT and CFR FO basis. Producers (Category I) can quote FOBT only, while Category II & III bidders must submit both FOB and CFR offers.
Eligibility:
Category I: Producers listed in the International Fertilizer Association (IFA) capacity survey.
Category II: Accredited suppliers with at least 2 years of urea supply experience to India in the last 5 years.
Category III: Other bidders with producer support, credit rating, and bank reference.
Bid Bond/EMD:
Producers: Nil.
Accredited suppliers: USD 3/MT.
Other bidders: USD 10/MT.
Performance Guarantee: 1% to 10% of contract value, depending on bidder category.
Payment Terms: Through irrevocable Letter of Credit (LC) at sight.
Global Participation Expected
RCF has clarified that urea supply must not originate from countries facing international sanctions. Interested bidders must provide complete country-of-origin details and sign an Integrity Pact.

India remains the world’s largest importer of urea, and this tender highlights the government’s continued reliance on global markets to meet fertilizer demand.
